The last two times I played the map nobody showed up till deep in the 30ies turns (for no player, not even for the AI controlled humans who in the last game were as strong as the next two races together), even though I did not change anything. The first times I found that a new hero would usually offer to join for every player around turn 10 to 20, the same I know from other maps.
